Will players be allowed to set things like GDP, resource distributions etc. of the real estate they pick (within reason!) or will these factors be preset like in the last installment?

I think we will definitely need to discuss that, as I think it's a plausible idea and has already cropped up in discussions off-board. Resources, at least, will probably be decided on a case by case basis as part of applications.

I personnaly suggested liberties within some overall bounds, notably for resources. Also, it would be advisble to decide on as much data as possible to compute some global statistics.

Are we going to implement a "you must border at least one other player" rule to start, or is being in the same continent good enough? Will we allow the 8 great powers to settle in and then implement that rule? We need to have something like that to prevent the same fragmentation issues we've had in the past.

Personally, I don't have anything against distribution of assetts by the admins, maybe with some "tweakability" space. After all, it's the same in RL, although the admins are a bit more difficult to get in touch with ;)

"Bordering a played nation" is probably going to be a rule, yes, with some more freedom allowed for initial great power localisation. The political map will be designed to form groups of great powers and their buffer/clients, so it will flow depending whether you want to play a great power or not.

I think that if people refrain from trying to be the best with every statistic, then there would be a justification to allow players to try to come up with much of the reality of their country.

Of course, it might be necessary for discussion in certain points, and a determined range of density possibilities for regions (etc)...

It was mentioned that the basic physical geography of the planet will remain (with several changes,of course), but will the political boundaries be completely changed?

Yes, most probably. As will the language distribution. But this doesn't preclude your creating a Danish-speaking Republic called Avanden in the new Danish-speaking area.

Just one comment... If at all possible, the great powers should not border eachother, but rather should have regional power level buffer states between them. For reasons of Balance of Power it's probably okay if they end up beside one another, but I think it makes it easier to produce more RP if there are buffer states involved. Obviously not too many since that would end up creating gaps, but surely the geography would allow some kind of distribution that would work in that sense.

I also understand the desire to keep the existing map due to the dearth of physical / geographic development done with it, but I do wonder about issues of scale. The size of the continents means that we're going to be dealing with some rather large countries or a lot of countries. Maybe there's a way to address that with the political distribution, but if not, I think we should consider exploring some new maps with slightly smaller landmass.

Yes, but more the situation I would like to see avoided is it seemed as if in most cases you had multiple "great power" states bordering one another. Heimat bordered Hoelde, Hoelde bordered the UR, Sanjar bordered Ragnam, etc. A lot of this would ultimately depend on how the political boundaries look and the size of the countries in question, but when the great powers border one another, there is less incentive for them, from an IG perspective, to interact with the less powerful states. An exception here or there is fine, but if we're going to try and keep the states close together, they ought to have some kind of buffer states between them, and by buffer states I'm talking states with 1 - 2 trillion GDP, not pushover countries by any means. Countries that cannot stand up one-on-one against the great powers, but states that can't simply be overlooked in the balance of power.
